If you plan to rent your Spanish property to tourists for periods shorter than two months, you need a Vivienda con Fines Turísticos (VFT) license. Operating without one risks fines of EUR 2,000 to EUR 150,000. The process is straightforward if you prepare correctly.

What Is a VFT License?

VFT stands for Vivienda con Fines Turísticos. It is the official tourist accommodation registration managed by the Junta de Andalucía. This license allows you to legally advertise and rent your property on platforms like Airbnb, Booking.com and Vrbo. Each property gets a unique registration number that must appear on all listings and advertisements.

Eligibility Requirements

Your property must meet specific criteria to qualify for a VFT license:

  • Valid occupation licence (licencia de primera ocupación or cédula de habitabilidad)
  • Hot water and heating or air conditioning
  • Furnished to a habitable standard with kitchen facilities
  • First aid kit on the premises
  • Tourist information pack with emergency numbers
  • Complaint forms (hojas de reclamaciones) available
  • Wi-Fi internet connection
  • Direct ventilation and natural light in bedrooms

Application Process

The VFT application follows a "declaración responsable" system. This means you self-declare that your property meets all requirements. There is no upfront inspection, but the Junta can inspect at any time after registration.

Steps to apply:

  1. Gather required documents: property deed, NIE, proof of ownership or authorisation from the owner
  2. Complete the declaration form (available on the Junta de Andalucía website)
  3. Submit electronically through the Junta's online portal or in person at a local tourist office
  4. Receive your registration number, typically within 15 working days
  5. Add the registration number to all platforms and marketing materials

Costs Involved

The application itself is free. However, you should budget for related expenses. A gestor or lawyer can handle the paperwork for EUR 200 to EUR 500. You may need a certificado energético (energy certificate), which costs EUR 100 to EUR 200. If your property requires modifications to meet the requirements, factor those in as well.

Municipal Restrictions

Some municipalities have introduced additional restrictions. Málaga city has capped new VFT licences in saturated zones. Marbella requires properties to have independent entrances in certain areas. Always check local regulations before purchasing a property specifically for short-term rental.

Common Mistakes to Avoid

  • Listing on Airbnb before obtaining the registration number
  • Forgetting to register guests with the Policía Nacional within 24 hours of check-in
  • Not collecting and remitting tourist tax where applicable
  • Ignoring community of owners (comunidad) rules that may prohibit tourist lets
  • Failing to display the VFT number on your listing, which triggers automatic fines

Renewal and Compliance

The VFT registration does not expire, but you must keep your property compliant with current regulations. The Junta updates requirements periodically. Maintain proper insurance, keep records of all guest stays for at least three years, and respond promptly to any inspection requests.
