Driving License Rules for Expats in Spain

If you plan to drive in Spain as a resident, you need to understand the rules around license recognition and exchange. The requirements differ significantly depending on whether your license was issued by an EU country or a non-EU country.

EU Driving Licenses (Including Dutch)

EU driving licenses are valid in Spain as long as they remain valid in the issuing country. There is no obligation to exchange your Dutch license for a Spanish one. However, there are practical reasons to consider doing so:

  • Renewal must be done through the Spanish DGT (Direccion General de Trafico) once you are a resident
  • If your Dutch license expires while you are a Spanish resident, you renew it in Spain, not in the Netherlands
  • Spanish licenses are renewed every 10 years (every 5 years after age 65)
  • Having a Spanish license simplifies interactions with local police and rental companies

How to Exchange an EU License

The process is straightforward. Visit a DGT office (Jefatura Provincial de Trafico) with:

  • Completed application form (available at the DGT or online)
  • Original and copy of your current driving license
  • Valid NIE or TIE document
  • Padron certificate (recent, within 3 months)
  • One recent passport-sized photo
  • Medical certificate (certificado medico) from an authorized driving test center, typically costing €30-50
  • Fee payment: approximately €28 (Tasa 2.4)

You must surrender your original license. Spain will notify the issuing country. Processing takes 2-4 weeks, during which you receive a temporary driving permit.

Non-EU Driving Licenses

The process depends on whether Spain has a reciprocal agreement with your country. Countries with agreements include the UK (post-Brexit arrangements), Japan, South Korea, and several Latin American nations. Without an agreement, you must take the full Spanish driving test, including theory and practical exams.

The Medical Certificate

Spain requires a medical fitness certificate (certificado de aptitud psicofisica) for all license exchanges and renewals. Visit a Centro de Reconocimiento de Conductores, which are private clinics authorized by the DGT. The examination includes an eye test, basic coordination test, and general health check. The certificate costs €30-50 and is valid for 90 days.

International Driving Permit

An International Driving Permit (IDP) is not a substitute for license exchange. It is only valid for visitors, not residents. Once you establish residency in Spain (registered on the padron for more than six months), you must use either your EU license directly or exchange your non-EU license.

Common Pitfalls

Do not let your Dutch license expire before exchanging it. The exchange process for an expired license is more complicated. Also, book your DGT appointment well in advance. Offices in Malaga and Marbella can have waiting times of several weeks. Consider using a gestor (administrative agent) who can handle the paperwork and appointments for you, typically charging €50-100 for this service.
