What Is the Padron?
The padron (padron municipal) is Spain's municipal census. Every person living in a municipality, whether Spanish or foreign, must register. It is not optional. The padron is your proof of address and a prerequisite for almost everything you need as a resident in Spain. Think of it as the Spanish equivalent of the Dutch Basisregistratie Personen (BRP).
Why the Padron Matters
You need your padron certificate (certificado de empadronamiento) for:
- Applying for the EU registration certificate (green card)
- Applying for the TIE card (non-EU residents)
- Enrolling in the public healthcare system
- Registering children at local schools
- Opening certain bank accounts
- Applying for social services and subsidies
- Proving tax residency in Spain
- Voting in local elections (EU citizens)
Without it, you are essentially invisible to the local administration.
How to Register
Registration is done at the Ayuntamiento (town hall) of the municipality where you live. In larger cities, you may need to book an appointment (cita previa) online. The process itself takes 15-30 minutes.
Required Documents
- Valid passport or national ID card (EU citizens)
- NIE number (if you already have one, though it is not always required for initial padron registration)
- Proof of address: rental contract, property deed, or a letter from the property owner (autorización) witnessed at the town hall
- If registering family members: birth certificates, marriage certificate
If you are renting and your landlord does not want to provide the rental contract, the town hall may accept utility bills in your name or conduct a home visit.

This is a common challenge for newcomers. Options include:
- A declaracion de acogida (hosting declaration) signed by the property owner at the town hall
- A utility bill in your name (water, electricity, gas)
- Your property deed (escritura) if you own the home
Cost and Validity
Padron registration is free. The certificate itself is also free in most municipalities, though some charge a small administrative fee of €1-5. The certificate is valid for three months for official procedures, so request a fresh one when you need it for a specific application.

Updating Your Padron
If you move to a different address within the same municipality, you must update your padron. If you move to a different municipality, you register at the new town hall, and the old registration is automatically cancelled. Keeping your padron current is important. An outdated padron can cause problems with renewals and official procedures.
Common Issues
Some municipalities have long waiting times for appointments, especially on the Costa del Sol during peak season. Try booking online as early as possible. If the town hall website only offers appointments in Spanish, ask a local friend or your gestor (administrative agent) for help. Some smaller towns still accept walk-ins without appointments.
