Energy Certificates in Spain: What Every Property Owner Needs to Know
Since 2013, every property in Spain that is sold or rented must have a valid energy performance certificate (Certificado de Eficiencia Energetica, or CEE). The certificate rates your property from A (most efficient) to G (least efficient) and is valid for 10 years.
Who Needs an Energy Certificate?
You need a CEE if you are selling a property, renting a property (long-term or holiday lets), or advertising a property for sale or rent. The certificate must be obtained before listing the property. Estate agents are legally required to display the energy rating in all advertisements.
How Much Does It Cost?
An energy certificate in Spain typically costs between 80 and 250 euros, depending on the property size and location. For a standard 2-bedroom apartment, expect to pay around 100 to 150 euros. Larger villas can cost up to 300 euros. The certificate must be issued by a qualified technician (usually an architect or engineer) and registered with the regional government.
What the Inspection Covers
The technician visits your property and evaluates several factors:
- Building orientation and location
- Wall insulation thickness and quality
- Window type (single, double or triple glazing)
- Heating and cooling systems
- Hot water system
- Any renewable energy installations
- Property age and construction materials
The Rating Scale
Most properties in Spain score between D and G. A typical older apartment scores E or F. New builds usually achieve B or C. Achieving an A rating requires significant investment in insulation, high-efficiency systems and renewable energy. The rating directly affects your property's value and appeal to buyers.
How to Improve Your Rating
Simple upgrades can move your property up one or two classes:
- Replace windows: Double glazing with thermal break frames can improve your rating significantly. Cost: 300-600 euros per window.
- Add insulation: External wall insulation (SATE system) costs 40-80 euros per square metre but delivers dramatic improvements.
- Upgrade heating/cooling: A modern inverter air conditioning system is far more efficient than older units.
- Install solar panels: Even a small solar installation boosts your rating and cuts energy bills.
- LED lighting: The cheapest upgrade. Replace all bulbs for under 100 euros.

Penalties for Non-Compliance
Selling or renting without a valid CEE is an infraction. Fines range from 300 euros for minor violations (not displaying the rating in ads) to 6,000 euros for serious breaches (selling without any certificate). In practice, the notary will not complete a sale without a valid certificate.
Regional Differences
Each autonomous community registers certificates differently. In Andalucia, registration is done through the Junta de Andalucia's online portal. The registration fee is typically 10 to 20 euros on top of the technician's fee. Processing takes 1 to 3 working days.
